The institute was founded by the state and is, by resolution of the government,  responsible for the economic operation and development of state protocol facilities. In accordance with protocol rules, it carries out protocol services and organises events for other state agencies, while also being authorized to conduct commercial activities. The scope of activities is determined by the annual programme and budget plan.

The Art of Protocol

Protocol encompasses formal and social rules, particularly those regarding state ceremonials, which determine the etiquette and type of formal contacts between diplomatic representatives, parliaments, governments and international organisations. These rules originate from history, tradition, customs, principles of international law and diplomatic practice, and were developed so that contact between diplomatic representatives is less demanding and runs in a smooth, predetermined and consistent manner.  The rules are in place to protect the dignity and reputation of sovereign nations and their highest state representatives.
